Policy and Regulation Expert - Team Leader – Policies for Inclusive Growth - MED MSMEs

Christophe MALHERBE is a specialist of policies and instruments facilitating Access to Finance and Private Sector Development. Having started as a private equity investment manager; he is now advising public and private institutions on trade and investment issues from a financial perspective. He is particularly involved in the MENA region where he contributed to originate and structure more than €500m of financial vehicles addressing the needs of the SMEs, start-ups and entrepreneurs. These instruments include guarantee funds, risk sharing mechanisms, early-stage and capital development funds, as well as other innovative instruments for MSMEs. He is now the Team Leader of an EU-funded regional programme, MED MSMEs, that operates in 8 South Med countries and that deals with policy and regulatory reforms to improve the MSMEs business environment in the region. Post-COVID, the Programme elaborated the feasibility study and conceptualization of a regional counter-guarantee fund meant to support South Med national guaranty companies in enhancing their sustainable and inclusive development impact. Advocating for more financial inclusion, the Programme also promoted 1) the integration of gender into the fast-growing fintech sector through a transformative approach, and 2) the application of the principles of the EU Payment Services Directive 2 to pave the way for the Banking 4.0.
